LIBRARY AND DOCUMENTATION DIRECTORATE DIRECTIVE

Article 1- Purpose and Scope

This Directive is designed to determine the organizing, duties and working principles of the Library and Documentation Directorate within Beykoz University.

Article-2 Definitions

The instructions in this directive;
a) University: Beykoz University,
b) Library and Documentation Directorate: Beykoz University Library and Documentation Directorate,
c) Library and Documentation Manager: Beykoz University Library and Documentation Manager,
d) User: The user who comes to the Library and Documentation Directorate and benefits from the information sources there,
e) Material: Refers to all kinds of audiovisual sources of printed and electronic information that can be read and used within the Library and Documentation Directorate and on computers in the university area.

Article-3 Purpose of Establishment

Library and Documentation Directorate has been established in order to support the education, training and scientific researches carried out, to provide the necessary material for the library services to be provided in accordance with contemporary standards; to provide library services; to be available to users who need them and to meet their information needs within this framework.

Article 4- Organization

It is essential that information resources services in the university are organized and carried out within the framework of a single central Library and Documentation Directorate. One central Library and Documentation Directorate can be established in residential areas where there is more than one educational institution, and one unit belonging to that higher education institution can be established in residential areas where there is a single higher education institution. Individual Information Sources Units cannot be set up for partitions and lower-level volumes.

Article-5 Duties of Library and Documentation Manager

The Library and Documentation Manager performs the following tasks:
a) To carry out the necessary work in creating sufficient staff for library services; to provide opinions to the directorate about the personnel to be assigned to the library and to carry out general supervision of the information resources personnel at the university.
b) To provide the necessary material for education and research from home and abroad by using publisher catalogs within the framework of the collection development policy; systematically organize the material provided and have them ready for the benefit of those who need it; organize, execute and supervise the necessary information sources services.
c) To ensure that the Information Sources material remains in the compilation of the Library and Documentation Directorate.
d) To ensure the regular renewal of tools, equipment, computers… etc. materials in the Library and Documentation Directorate with the latest technology.
e) To prepare a detailed annual report on the services of the Library and Documentation Directorate and to submit it to the Directorate in January every year,h) To provide internship and application studies for university students and library students of other domestic and international universities.
I) To spend the revenues of the Library and Documentation Directorate obtained through membership cards and other means (printing, photocopying, late penalty, etc.) in order to improve the compilation; provide regular information about revenues and expenditures to the Directorate.
i) To determine the training needs of the library staff and to ensure that these trainings take place,
k) To carry out other works that fall within the scope of the field of duty and require information resources services in accordance with this Directive and to ensure that the functioning of the center complies with contemporary standards

Article-6 Library and Documentation Directorate Services

Library and documentation services are organized and executed in two groups: Technical Services and User Services.

A-Technical Services:

a) Selection, purchase and donation or exchange of all kinds of Library and Documentation Directorate materials such as books, periodicals, thesis, micro-films, audiovisual tools (videotapes, CDs, DVDs, audio cassettes), electronic information sources… etc. within the framework of the collection development policy,
b) Cataloging, classifying, recording, labeling the information sources material provided in accordance with contemporary scientific methods and making it ready for users to benefit after they are enrolled in the library computer program,
c) Preparation of information and guidance boards in order to ensure the availability of the material placed on the shelves,
d) It covers the services of periodically weeding the collections (at least once a year) in order to keep it up to date.4

B- User Services:

a) Ensuring that users benefit from all kinds of information sources material within the framework of the "on-site inspection" and "lending" system within the center,
b) Ensuring that users can easily benefit from electronic databases in the Library and Documentation Directorate and material in the center, whether from the center or externally,
c) Regulation and execution of publication screening, internet use (electronic journals, databases, online catalogs) and similar services,
d) Providing the material not available in the Library and Documentation Directorate within the framework of the inter-library lending system (ILL) from domestic or international libraries,
e) To have audio and visual tools, equipment and materials ready for users to benefit from,
f) To communicate with users through seminars, conferences, training programs, publications and e-mail announcements for the promotion of library and documentation directorate services and to promote the use of these services,
g) Overall, covering services such as the preparation and implementation of studies involving various research methods in order to measure the satisfaction of users.

Article-7 Membership and Use of Library and Documentation Directorate

In order to benefit from the Library and Documentation Directorate, it is necessary to become a member of the library. Beykoz University students, academic and administrative staff, founding foundation members and employees are natural members of the Library and Documentation Directorate, but they have to come to the library and provide the necessary information. The ability of legal entities to benefit from material borrowing services is carried out in accordance with inter-library lending (ILL) protocols.

Article-8 Lending

The material within the center is lent to the members of the Library and Documentation Directorate with the following conditions.
a) Academicians can take 8 books for 30 days. If there is no reservation on publications, they can delay the return date 3 times.
b) Students and administrative staff can take 3 books for 15 days and postpone the return date 2 times.
d) (Amended:26.12.2016-2016/12) Reserved materials determined by academicians annually and periodically for use as sources in the courses are lent for 3 days.
e) (Amended:26.12.2016-2016/12) Reference sources with advisory sources such as dictionaries, encyclopedias, thesis, maps, etc. are not lent outside the library.
f) (Amended: 26.12.2016-2016/12) Journals are lent for 2 days except for the last issue.
g) (Amended:26.12.2016-2016/01) CD/DVD and audio cassettes are lent to academic staff, administrative staff and students for 15 days.
Material extension can be done by coming to the center or by phone, e-mail or by password given from the website of the library. Members of the Library and Documentation Directorate agree in advance to comply with the university subscriber and license requirements in the use of subscribed online databases. Academicians may ask other libraries to borrow material from other libraries or to provide documents from home and abroad by paying the fees for providing documents, provided that they comply with the rules of the institutions that own the publications in accordance with the Inter-Library Lending Service protocols.

Article-9 Borrower's Obligations

The user who borrows the material from the Library and Documentation Directorate is obliged to use the borrowed material carefully and return it at the end of the lending period at the latest. This directive, the provisions of the relevant disciplinary regulations and other legal proceedings apply to persons who do not fulfill these obligations.

Article-10 Not Borrowable Material

The following Library and Documentation Directorate material is not lent to the outside. Users can only use such material within the center.
a) (Amended: 26.12.2016-2016/12) Reference sources (Encyclopedia, dictionary, bibliography, guide, manual, atlas, index, abstract (abstract), statistics, catalog, reports… etc.).
b) Thesis,
c) The latest issues of periodicals,
d) Musical notes,
e) Maps and slides,
f) Pieces of a particular collection, artistic materials such as sculptures, paintings,
g) Other materials determined by the unit library managers and which are inconvenient to be taken out of the library are not lent.

Article-11 Materials not Returned on Time

Users who do not return the borrowed material at the end of the loan period at the latest are obliged to pay the amount of the late penalty determined by the Library and Documentation Directorate and approved by the Rectorate and announced by the Library and Documentation Directorate for every day that passes from the day following the end of the period without any further processing. Users who have already started the implementation of the payment penalty cannot be lent any other material unless they return the borrowed material and pay the full amount of the accrued late penalty. In case the number of days of delay penalty exceeds 30, the managers of the Library and Documentation Directorate carry out lost transactions about the material and receive the current price of the information source together with the 30-day delay fee from the user.
Students who do not bring the borrowed material are not enrolled/renewed. Beykoz University students and employees who graduate or leave the university for any reason are not processed without losing contact with the Library and Documentation Directorate
and they are not given the necessary documents.

Article-12 (Amended:26.12.2016-2016/12) Late Penalty

A daily delay of 25 krs applies for each book whose return is delayed. This can be updated by the Criminal Directorate.

Article-13 Attrition and Loss of Borrowed Material
If the user has lost or worn out the material borrowed; if it is available on the market, it is asked to bring it by supplying the original. If the original is not found, it is requested to buy another book of the same value determined by the Library and Documentation Directorate to the center. Another option is to pay the current price of the book to th library. Disciplinary regulations and other legal actions apply to users who do not purchase.

Article-14 (Amended:18.02.2010-2010/02) Liability

Members are obliged to comply with the rules of the Library and Documentation Directorate and to monitor the duration of the material they borrow.

Article-15 Effectiveness

This directive takes effect on the date it is approved by the Board of Trustees.

Article-16 Execution
The Rector of Beykoz University carries out the provisions of this directive.
