Evaluation of the Research Infrastructure Project proposals is gradual. In the first stage, each project proposal is evaluated by two referees who are experts in the field of research. The referee evaluation is made using the Research Infrastructure Project Referee Evaluation Form over the

Criteria. The second stage is done by the Rectorate. Rectorate evaluation is made using the same criteria, taking into account the referee evaluations.

Evaluation Score Definitions Below are the descriptions of the equivalents of the scores used in the evaluation of the research infrastructure project proposal.

Criterion Fulfillment Level - Score Value - Definition 

6-The proposal meets the relevant criterion in all dimensions. There is almost no deficiency.

5 - The proposal meets the relevant criteria well. The proposal has shortcomings at an acceptable level.

4 - Although the proposal meets the relevant criteria in general terms, the proposal has points open to improvement and development.

3 - The proposal meets the relevant criteria moderately. There are important points in the proposal that need to be improved and developed.

2 - The proposal does not meet the relevant criteria sufficiently. There are important shortcomings in the proposal.

1 - The proposal does not meet the relevant criteria. There are serious shortcomings / weaknesses in the proposal.

The evaluation is made using the Research

Infrastructure Project Proposal Evaluation Form. The evaluation score and

justification for each criterion are stated in the form. In addition, other opinions can be added to complement the evaluation if requested.

Are the field of research infrastructure and the targeted outputs compatible with each other?

R & D activities related to the world of research infrastructure and scientific and technological level existing in Turkey ever put forward with concrete indicators? Is the Strengths and Weaknesses,

Opportunities and Threats analysis of the studies in the field of research objective and realistic? Have the differences and gains to be created by the technologies to 

be obtained with the research infrastructure in the selected area been revealed?

Have the strategic goals been stated clearly and concretely?

Are the strategic goals determined in a way that is up-to-date, that can contribute to national strategies and targets, can be achieved by the members of the research infrastructure, and have competitive features?

Are the R&D projects proposed to achieve the strategic goals appropriately and adequately determined?

Is the project business plan suitable?

Competence

Are the human resources and technological infrastructure of the project team, past project experiences, completed and / or current R&D activities and outputs sufficient and appropriate for national / international cooperation activities, project

studies and achievement of project objectives in the selected field?

Is the ability of researchers to transform the technologies to be obtained into practice sufficient?

Is there an existing research infrastructure and has it been considered?

Investment

Are the research infrastructure components suitable? Are research infrastructure components necessary within the framework of the current research infrastructure?

Have options for research infrastructure components been evaluated?

Are the layout, management and usage order of the research infrastructure components appropriate?

Is the requested budget suitable and realistic for the components of the research infrastructure to be created?
